CAREER RECORD:
Professor Gautam Sen (born 11 October 1942) was educated in Amritsar, Punjab, India. He matriculated and did his Intermediate Science degree from the Punjab University in 1957 and 1959 respectively. He was Commissioned in 2/3 Gorkha Regiment and served in the Indian Army and served from December 1962 to June 1974. Was Instructor at the Indian Military Academy, Dehradun(1968-71) and General Staff Officer Grade II at the Indian Army Headquarters( 1972-74). He was granted pre-mature retirement in June 1974, from the Indian Army.

ACADEMIC TRAINING AND AWARDS:
In June 1974, Professor Sen joined McGill University, Montreal, Canada as a post graduate student for an MA degree in political science and read political philosophy. He then went on to complete a masters degree in International Relations(IR) as Peterson Fellow at the Norman Peterson School of International Affairs, Carleton University Ottawa, In 1977, Professor Stephen P Cohen took him as Charles E Merium Fellow to the University Of Illinois at Urbana Champaign, USA, for PhD degree program in Political Science. Thereafter he was nominated as a Ford International Fellow in International Security and Soviet East European Studies to hold the position as a Research Associate simultaneously at the Russian Research Centre at Harvard University and Centre for International Studies at the Massachusetts Institute of Technology (MIT) at Boston from 1979 to 1981.

NATIONAL ACADEMIC/PROFESSIONAL RECORD:
In September 1981, Professor Sen left his Doctoral Degree Program at the University of Illinois at Urbana Champaign as he was invited by the University of Pune to hold Sawarkar Chair Professor of Defence and Strategic Studies as a Full Professor which he held till his retirement in October 2007. Sen was Head of the Department of Defence and Strategic Studies(1981-2001) Simultaneously he held other positions e.g. Director Post Graduate Studies and Research(1995-2003), DirectorGeneral International Centre(1997-2004), DirectorBoard of Colleges and University Development(2001-2004) a statutary position nominated by the Vice Chancellor under the provision of the University Act for looking after the entire gambit of academic planning and award of academic recognition to teachers for research and teaching in more than 500 colleges and research institutions affiliated to the University of Pune, Member Management Council, Senate and Academic Council, University of Pune(2001-2004), Director National Centre of International Security and Defence Analysis(NISDA, 2002-2007), Honorary Director General Indian Institute of Education (IIE) (2006-2009), University Grants Commission nominee as Member of Search Committee for selecting Vice Chancellor, in Indian University Chairman of Committee to grant Deemed to be University Status to Institutes of Higher Education, Member of Five Year Plan Review Committee for various Universities, Chairman of Committee for accreditation of Institutes of Higher education, Member of Standing Committees of the UGC, Member of High Power Committee of the UGC to evaluate the Status of the Discipline of Defence and Strategic Studies taught in Indian Universities, Member of UGC Task force on Five Year Plans and Perspectives and many other membership of committees set up by various bodies like the Indian Council for Social Science Research etc. Prof Sen has been consulted by members of the Parliamentary Committee on Defence from time to time. He has been a Consultant to the UN Commission on Global Governance. He has been Member of various Universities selection committee to select academic faculty. UGC Visiting Professor at various Universities in India from 2007 till date. Member of the National Eligibility Testing of the UGC covering International Relations and Strategic Studies. He has been the Member of the UGC Committee to review the status of those Universities granted Special Assistance Programme in Political Science for research and teaching. Professor Sen was invited by General N C Vij, PVSM,UYSM, AVSM, Vice Chairman of the National Disaster Management Authority(NDMA), Government of India, to conduct a Review of the NDMA.
Professor Sen has been a Recognized Research guide for PhD students since 1981and students have successfully completed their PhD and MPhil research under his supervision. He has evaluated PhD theses of candidates from India and foreign Universities.

INTERNATIONAL ACADEMIC RECORD:
Since 1981, Professor Sen has traveled extensively around the world as a Member of Ford Foundation Review Committee (1982), British Council Visiting Fellow(1986), Participated in the Meeting of Directors of Institutes of Strategic Studies set up by the International Institute of Strategic Studies(IISS), London (1986), Fellow IISS(1986), Visiting Fellow of the USIS to lecture at Harvard, MIT, Hoover Institute of War Revolution and Peace, The Pentagon, National Defence University, University of Pittsburg, University of Illinois, Wisconsin University, Stanford University, George Town University to name a few amongst the twenty one institutions(October-December 1987), participated in Directors of Institutes Meeting organized by IISS at Islamabad, Pakistan(May 1988), nominated as Fellow IISS, London(1989) for the second time. Nominated as the first South Asian scholar to be Jean Monnet Fellow at the European University Institute, Florence, Italy(1992- 1993), Ministry of External affairs, Government of India, Visiting Academic to lecture on Indias Nuclear and Defence Policy at various US Institutions, think tanks viz. The State Department, US Institute of Peace, Henry L Stimson Centre, Woodrow Wilson Centre, Council on Foreign Relations and various US Universities viz. University of Pennsylvania, University Of Texas at Austin, Columbia University amongst others(September October 1994

FUND RAISING AND INSTITUTION BUILDING:
While serving the University of Pune, Professor Sen has undertaken a series of developmental activities to raise funds from international and national funding agencies. His efforts have borne fruit to establish the Centre for European Studies in collaboration and a MoU with the European University Institute, Florence and the UGC. Similar MoUs have been executed with DRDO, ISRO now called ISRO/DRDO-UoP Program for collaborative research in science and technology. Established Chhatrapati Shivaji Chair Professorship and Air Power Chair Professorship, B C Joshi Memorial Lecture and Sawarkar Memorial Lecture series. Established the Resident Scholars Programme for the serving Indian Army officers. In 2001 and the UGC granted National Centre of International Security and Defence Analysis (NISDA) with an initial grant of Rupees Five Crores. Professor Sen was nominated to be the first Founder Director of NISDA for five years(2002-2007). This is the only Think Tank of its type sanctioned by the UGC to any University in India after independence.

RESEARCH AND PUBLICATIONS:
Professor Sen has over the past three decades been an active teacher and researcher. He has taught courses in International Security, National Security, Peace Studies and Conflict Resolution, Nuclear Strategy, and Research Methodology. He has attended numerous international and national conferences, published innumerable research articles in national and international journals, edited four books and contributed chapters in books. He has also written widely in newspapers, commented on weapon systems and indigenization of defence industries in private sector. Recently Prof. Sen has undertaken to write on a book entitled The world in Transition: The Age of Certainty.
